Summon Bahamut and Summon Phoenix can be cast while outside of combat

    Date & Time: 10/12/2022
    Frequency: Always
    World name: Adamantoise
    Character name: Lulu Pillow
    Retainer name: ---
    NPC name: ---
    Monster name: ---
    Class/Level: Summoner (90)
    Party or solo: ---
    In-game time: ---
    Area and coordinates: ---
    Housing: ---

Both Summon Bahamut and Summon Phoenix can be used outside of combat, despite saying "Can only be executed in combat." This behavior is different from Aethercharge and other abilities that can only be executed in combat.

I'm a Summoner main and I've never heard of this, clearly something is wrong with your game.

If you are out of combat with your Carbuncle summoned, the Summon Bahamut/Phoenix button will be lit up. If you target an enemy and are still out of combat, you can press the Summon Bahamut/Phoenix button prior to being in combat. This behavior is different from every other button that says "Cannot be execute outside of combat", including Aethercharge which Summon Bahamut/Phoenix replaces.

Its less of a bug and more of a loophole. Aethercharge does nothing but boosts yourself. Summoning Demi puts you into combat since it is an attack of a sort, so hence it "Can" be used outside since it initiates combat. Skills like Aetherflow, Cards signs, and Manification and such don't affect or interact with an enemy and only yourself; why they need to initiate combat first.

The Forbidden Chakra (and Enlightenment) is also an attack that can only be executed while in combat. Unlike Summon Bahamut/Phoenix, you must be in combat before The Forbidden Chakra can be used.

Fair point. Then it comes to my understanding or best guess that it doesn't work for the MNK Chakra abilities, for they are abilities and not part of the GCD.. hell if I know though mate. SMNs been like this since the rework, maybe they forgot to change the wording or something or it carries over from previous iterations of the spell. Personally I am a fan of it, can open a fight with Bahamut for my first GCD feels nice (Though I still miss old SMN).

Adding something here regarding this issue.

In the French version of the game, "Summon Bahamut" and "Summon Phoenix" Doesn't require combat !

It's not indicated into the tooltip anywhere, but it make the behavior match with what is described.

In French, you can assume that when reaching lvl 70, your Dreadwyrm Trance, which require combat, evolve into an other summoning that doesn't require the combat to be initiated.

In english, we can see that the spell "require combat" everytime.
