Enormous packet loss to Japanese datacenter

Hello,

I am writing to report an issue with the routing to the Japanese datacenter on ATT. This issue causes frequent disconnection and extremely long pings interfering with gameplay.

Below is the information from my trace route. As you can see, there is a 16% packet loss for the hop to 219.117.147.194 My understanding is that this hop is through Softbank's servers.

There is also fairly large packet loss at tky-b2-link.ip.twelve99.net, when I ran the test earlier there was 12% packet loss on that hop; however, I am able to avoid that hop by using a VPN so it is less of a problem. AFAIK there is no way to avoid the Softbank server.
