Use it when there's a big raid-wide hit coming. Divine Veil does not get applied on you as a PLD, so it's a cooldown for other people.

1) I think we're getting some kind of feathery headpiece - you can always check such things if you check the achievments in game; you can even filter them for achievments that grant specific rewards (like mounts, pets, titles, other stuff).

2) Ideally you want to use it before big raid wides - in casual content it doesnt really matter, though. You have to keep in mind that a healing spell has to trigger it, so either your healers need to pay attention, you need to use clemency on yourself or you have to be in your casting phase to trigger it yourself (since Holy Spirit etc. heals you). The most effienct way is to have it line up with your casting phase so that you can trigger it yourself without wasting a specific cast for it.

No, there is not.

Divine Veil doesn't affect you. It's to protect your party with a shield. Before level 90, it's only a shield, so if you want it to be useful you should use it before a cast that you know hits your party, especially if they have vulnerability stacks or experience difficulty doing the content.

Divine Veil doesn't give a shield except when you get healed with a GCD heal. I recommend not healing yourself with Clemency in most cases (unless there are no enemies to attack such as in a phase transition). If a healer does not activate your Divine Veil, then that's just how it goes. Healers don't like to use GCD heals so sometimes it just won't activate.

At level 90, it's different. Your Requiescat and Blade of Faith phase heals you, so it activates Divine Veil, which means you should use it during Requiescat when a raid-wide attack is going to attack your party soon. Divine Veil also heals your party at level 90, so it's valid to use it after the attack so that your healers don't need to heal.
