CT's just going to statistically pop up more. It's required for MSQ so any new person will make their way through it. It's an option in relic steps for three expansions (the lone exception is Stormblood) so people can be running it for light or aether oil or loathsome memories. They will probably need to contend with the idea a 24 man is required for MSQ at some point, but they also have to be careful not to take that option away in those relic steps. Especially for ARR light, the last two raids on bonus are the only way to get the Newborn Star light value. So they would have to look at that if they wanted to try to make them 4 man experiences.
