The key difference (whether you consider that a positive or negative) is that Y'shtola could potentially look good with it, but Raha would just look really awkward.

Yeah, I think it actually could work for her if they wanted some kind of dramatic change to character appearance.

It feels like a bit of a missed opportunity in early 5.X that at least one of the Scions could have tried a major hairstyle change that would get reverted when they return to their real bodies, as a stealth way for the devs to test fan reaction and not keep it if it wasn't popular. Though I would have picked Alisaie for that to try getting away from the "twins with identical hairstyles" thing.
