Make dalriada easier

While we're at it please make spawning CE's faster. Instance for 1 hour with only 1 CE, despite clearing mobs for them. something is wrong.

CEs spawn back to back when the requirements are fulfilled.

Often you need to do a Fate to spawn a CE. If nobody is doing that Fate then no other CE can spawn. Some Fates also need to be activated by talking to an NPC. When nobody is talking to that NPC then also no other CE can spawn as long as the NPC is on the map.
And if someone is talking to that NPC in the last moment before they despawn and then nobody is doing that Fate - well it is a lot of wasted time.
