The idea that they just plain can't is wrong, but improved quality requires financial investment from the higher-ups, and they don't really care.

And in this case, with how much money they make off the game, from subs, box price, and the ridiculously overpriced cash shop items that are continuously released, the idea they won't pay for better is a really bad look.
