If you want to go with that analogy, it'd be more like if the model kit producers claimed they couldn't put better paint on the model because the plastic doesn't support it, but you can put better paint on without a problem.

To strain the analogy further: The factory doesn't use more paint because paint costs money and the company that owns the property won't pay for it, because the profit they make from selling the models is going towards other projects. The idea that they just plain can't is wrong, but improved quality requires financial investment from the higher-ups, and they don't really care.

And in this case, with how much money they make off the game, from subs, box price, and the ridiculously overpriced cash shop items that are continuously released, the idea they won't pay for better is a really bad look.

You can already do this.
Create a new character then delete it afterwards

So a new player has to make 12 characters to see which voice they like and which combat voice they like, what a nice design.

Or they could be shown on the main creation screen like any decent game would do.

I did it just fine. So I know its possible for anybody to do. Its how I chose my Avatar Im playing now.
Anything more then that and, I mean you are effectively asking to be able to just turn into another race; changing fundamental data from your Current Avatar for free so you can test it out. What you want to do is a paid service.
But if you just wanna see the other races and options, you can just make a new character and look at stuff.

i remember when i picked my voice for my character it sounded SO good in the CC, then i come to the game and i get HYAAAAAAAAAAAAAAAAAUUUUUUUUUUUUUUUUUUGHH every second, and i had to pay to change it again bc it was giving me a headache.
