Unlock Omicron Rank Bicolor Gemstone purchase?

I'd like a Wee Ea minion.

Looks like I need to unlock Rank 3 gemstone purchases at the Omicron Gemstone vendor.

I can't find that anywhere.

Is that the same as some rank of the Omicron Tribe quests? Which I also can't find anywhere. Or is it some other Rank that I need to level up to purchase my minion?

Looks like I can do Shadowbringers or Endwalker fates to get BiColor gemstones. Please correct if I'm wrong.

Oh. I see. Ranks of Gemstones Fates - 1, 6, 60.. .No problem. Thanks. Maybe you were confused too.

You need rank 3 Shared FATE for the zone - which means completing a total of 67 FATEs in the zone you would like rank 3 in.

Also it should go without saying you need to progress past a certain point in the main scenario before the vendor unlocks in the first place (the Omicron gemstone vendor incidentally is N-1499 at Base Omicron in Ultima Thule).

But yes, as Xaphire above said, once you've reached that point in EW's story you'll need to then spend time doing FATEs in Ultima Thule to unlock the ranks of the vendor just like the gemstone vendors in other areas.

Bicolour gemstones are indeed shared across all areas so you can accumulate them elsewhere. But to unlock the actual ranks of a specific vendor you have to do FATEs in that specific area (Ultima Thule in this case).
