To get Lieutenant's weapons we'd first need Lieutenant rank. The achievement already exists in the lodestone, so it's coming soon. I'm hoping against hope that it's in 1.22c, but it would make more sense in 1.23, since it's there that we'll get the Legatus fight and all.
