ALT+F4 no longer opens exit game prompt

Hey guys, I have the habit of using ALT+F4 to close all my games and programs. I know alt+f4 doesn't directly close the game and that it still requires you to press "yes".

However, it suddenly stopped even giving me the option and no longer does anything.
The weird part is that I asked 2 friends if it worked for them and for one it works but for the other it doesn't either. None of them have an action bound to alt+f4.

I've tried reinstalling my game and resetting all settings but still couldn't get it to work.

It's a Windows shortcut, nothing to do with XIV.
