They have already done that. Every job that isn't able to pump all of their damage into a 15 second window every 2 minutes is underperforming.
I wouldn't even call this a hot take, the 2 minute burst meta restricts job design, clearly shows us the imbalances between jobs and exarcerbates them, makes the problem of potency bloat and crit rng worse than ever before, is incredibly punishing when you miss a burst window, just flat out punishes sustain dps jobs in general and is incredibly boring gameplay-wise.Not every single class needs to be on a 2 Min. Plain and simple. Not only that, but classes shouldn't be dumbed down to a degree that people go from learning an opener like old SMN to how SMN is now.
This came with the news that PLD is being reworked from a "Sustained" to fit in the current "2 Minute" frame. Why do they feel that every class has to fit within this instead of how it used to be? I feel it takes even more variety away from the classes. Like, if I wanted to play a 2 minute window class, i'd play that. If I wanna play a Sustained, i'll choose that.
And that's not even touching on the "Balance" issues this tier and what went on with 8 (ongoing it seems)
It needs to go.
