Personally I enjoy the one-shot, but I dissaprove of the suicide samurai playstyle. Removing 100% health damage pretty much eliminates the suicide samurai and makes it a tool for dueling again. I think Zantetsuken is important for shutting down Battle High V melees who would otherwise never die. Giving Guard counter play to it gives more agency to the person on the receiving end as they could just guard through Kuzushi.
I think from both a gameplay perspective and a job fantasy perspective, I'd say just remove the "ignores guard" effect since you could keep the power behind the LB, while still offering some kind of counterplay.
