I think this is probably the best way to go about it. Old raids are still relevant in a lot of ways but for having doing them synced I would prefer them extending Faux Hollows to accommodate for them like you said.People will just unsync for it. They will not make it require you to sync for it, because it would pressure veteran players who have already done the content to go back and do it for the mount and it will frustrate them to be dragged back into old raids they already cleared at the time.
What they would do instead is the Faux Hollows or Wondrous Tails system, where you can do the old raids for a currency that you exchange for the mounts, but those mounts can also be sold on the market board, so if a veteran does not want to do the raids again they can just buy it.
I think they should extend the Faux Hollows system to doing old extreme and savage content minimum item level and silence echo or extend the Wondrous Tails system in a similar way, because that can currently be unsynced.
When you level up, your stats get weaker because they divide by a larger number. So if you use an item level from Heavensward at level 90, your stats are less effective than they would be at level 60. This could be made up for by the increased potency of level 90 abilities, but it might not be exact.
Although your stats get weaker as you level, the amount of stat growth on your gear is meant to make up for it, which doesn't happen if you use old gear.
Gotta add them to Unreal mode for sure. That's the best way to bring back the OG aspect of difficulty and mechanics to them. Just expand not replace, the current faux hollows, with a special unreal raid category.
It works perfectly that way.
just give it a content like faux hollows or wondrous tails that requires you to do it synced, hooray.
