Honestly do not think the Devs penalize for sustain or mitigation.
They have said this for dps and I would assume it accounts for all jobs.
If the job is “busy” the dps will be higher.
Guessing ogcd weaving and realigning buffs they consider “busy”.
There’s next to no weaving on black mage so I don’t know how much I believe that. It’s also not like there’s much to drk beyond hitting things and pooling for raid buffs same as the others.

I’m going to call the cpm justification a load of bollocks based on the evidence.
It would be nice to understand how the Devs judge dps for a job and translating can get misinterpreted. Busy could mean many things, more than cpm. Only thing I could think of for blm. Difficulty in pre-positioning. Interruption for a cast? Lol
In terms of tanks on your list, it makes sense. Starting from lowest to highest for damage output. War Pld Drk Gnb. Granted Pld just received a healthy buff.
