PLD doesn't really have significant issues in its design. It's fantastic. The issue is like SE said, that its design is not providing the advantage it once did because of a change in battle design. I really don't want to see them hastily rework PLD's rotation so that it's unrecognizable to what it has built up since ARR.
In ARR we got the Rage of Halone combo. In Heavensward this evolved to two Royal Authority combos between each Goring Blade dot combo. In Stormblood this evolved to replacing two Royal Authority combos with Requiescat and 5 Holy Spirits. In Shadowbringers this evolved to using Confiteor instead of the last Holy Spirit and 3 Atonements instead of the second Royal Authority combo. In Endwalker, the Blade of Faith combo replaced one of the Goring Blade combos that usually followed Confiteor. We can still experience all of these rotations by syncing to lower levels.
And it would be sad to think SE might just scrap all of that for a rushed design of a bursty rotation just so that P8S is workable at minimum item level.

I don't think you understand what the word rework means. Adjusting potencies is not a rework.
Also I'm pretty sure I've seen a bunch of posts on the forums of Dragoon and Astro players saying they don't want reworks and just want minor tweaks to their jobs and are terrified of what Square is going to do to their jobs and are happy they're getting pushed back.

It feels like the current healers were designed by how a dps main thinks healers should play. That is to say, not to the dps player's detriment. Healers are excessively forgiving to play and leave little to no room for skill expression. They made damage as uninteresting as possible because ''that's not what healers should be doing'' But then they also don't make the encounters do actual damage because that would disrupt the dps power fantasy if the healer can't handle it.
