It was actually 6 Fell Cleaves in 4.0, unfortunately getting those 6 Fell Cleaves required more effort than any other tank and you still only did as much dps as a paladin. Which is why they reworked warrior in 4.2 and have since then gone in the complete opposite direction, instead of it being too difficult to play effectively it is now braindead to play.
Oky I'll be honest here I mained WAR through the later half off AAR and I have to say and this is an unpopular opinion but first NF is a shit skill. I am not saying that it doesn't have it's uses. But the fact it requires a target party member to use is stupid. Oky next let's face the elephant in the room why the fuck would you put a limit on the number of skills used during IR!!! they need to undo that let me just rage out and unga bunga the fuck out with as many fell cleves or Decimate as I can, Also why not just make PR an upgrade to Decimate.

I'm not certain if you just posted a relic of Shadowbringers days, are intentionally sarcastic or if you are genuine with this post. I really hope it is the first. But in case this is genuine, here some clarity.
Raw Intution/Bloodwhetting VS Nascent Flash
- [Raw Intuition]/[Bloodwhetting] are what you use if you only use it for yourself. This is "self-mitigation" on a short cooldown.
- [Nascent Flash] is a WAR's equivalent to PLD's [Intervention], with the difference that WAR gets double value by also healing themselves. The usecase here is "targeted mitigation".
I'm gonna blissfully ignore the Inner Release comment, because this made no sense to me.
Why Primal Rend isn't a Decimate upgrade
1.) Game-design-wise it would make it very dull if you just spammed this instead.
2.) Primal Rend requires a target and is also a dash.

Nascent Flash grans lifesteal to you and your partner, but at the time your own lifesteal feeds the same to your partner. In other words, partner gets double lifesteal.
Not true. Flash only heals you, Glint gives the target the same healing. They don't get double healing.
Guess I'm just being dumb, oh well.

I actually love Primal Rend and wish DRK got one too. ¯\_(ツ)_/¯ Shadowbringer is a close second, but there's just something really satisfying about using that finisher move after Inner Release, and Confiteor/Blade of Valor with Req.
Shadowbringer is technically more burst dps but it doesn't feeeeeel impactful. With warrior every IR Fell Cleave, Inner Chaos, Primal Rend just feel good to use. Seeing those big numbers pop up is pure serotonin. Also I will never say no to more gap closers.
PR is on the GCD. The closest DRK has to having the kind of impact PR, Fell Cleave, and Inner Chaos have is Bloodspiller. However, I wonder if this is the intent behind DRK and their skills. DRK feels like it has the power to weave shadows offensively at their enemies. Their plethora of 'Shadow' skills very much take to their name, and are hardly even tangible.
I think a way this can be addressed is if Living Shadow also grants a dmg increase for the DRK. This would have the DRK hold onto their strongest oGCDs for this window, and the DRK and their Shadow would basically unleash these skills together for a brutal burst session. Abysmal Drain and Carve and Spit sharing a CD was a poor design choice as well when it comes to the 'feel' or impact DRK has.
