Add-ons can be cheats, but not all add-ons are cheats. I went over this with my group and explained to them what is considered okay, what is "please try to avoid using it, it will literally hinder your improvement as a player" and what is just plain cheating.

Okay things to use* (in MY opinion):
- Job Icons in nameplates
- Shield gauge on Parameters UI (your normal HP bar)
- Slidecast-window identifier in cast bar; this is ok because EMOTES on a hotbar indicate when you can slidecast as a workaround.
- Visual mods that only change appearances of characters or small things about bosses ('Yaoi'-paddle Thordan)
- Shaders
- Chat bubbles
- Mods that modify visual effects of certain actions to not appear (think AST LB3's absurd light flash at the end, literal flashbang)
- any form of hotbar or party list UI replacement
- a manatick gauge so you can stop counting three seconds between MP ticks in your head (hi BLMs)

Things I want people to avoid:
- Cactbot (to be specific: Callouts of which mechanic coming next)
- game overrides of weave windows when you have stable / low ping (NoClippy and portions of XIValexander)

Things that are just HARD NO and replace people for on first offense:
- Zoom hacks
- Minimaps that indicate AOE placements
- Visuals for AOEs that don't have visuals
- Callouts of where to go for your mechanic and only you specifically - WoW crowd should know what I mean
- any form of automation of combat (i.e. a rotation bot)
- more advanced functions of XIValexander that will ACTUALLY let you do things you can't do otherwise.

You can disgree and the Dev team can definitely disagree, the TOS is clearly defined - however as long as we are in the stage of self-policing, we need to understand that we can still think freely for ourselves and reflect upon what is actually problematic and what is not.

So I would implore you to actually dig up the info about what you consider cheating first, do some research and put some constructive criticism about it rather than just asking for a blanket ban of every single plugin - with a software to detect no less.
