    On a pure potency basis, PLD seems like it can do more than GNB over 60 seconds, at least until the second Bloodfest and every 120s after it where GNB would make up for the difference. Can't speak for crit, dh or differences in the effect of skill speed on PLD where half the rotation isn't affected by it.

    Don't forget that GnB has all it's burst in the 2 minute buff windows while paladin's dps is split between their FoF and Req windows, of which only one falls into raid buffs.
