Basically this. Think of the bosses in the Ivalice raids (at least the first two). I believe 6.2 even mentions this. Y'Shtola brings this up (or did in my quests, though maybe she only does so if you've done the Ivalice raids?), asks if Memoria might be like Auracite/Magicite (I forget which), and Zero says something like "Maybe. The 13th was a big world, so it's possible this power/these crystals had different names in different regions and some people used that name instead."

I don't recall the exact quote, but I remember it being mentioned because when I went and talked to Shadowlord on the first (she and Unu have new dialogue, btw, if you haven't talked to them yet) and my brain automatically said to me "Okay, so she must have been from the same region as Zero that called it that same name, right, since she recognizes the name 'Memoriate' and all..."
