When unlocking new areas, does the joining area have to be the final destination of the voyage?

For example: Route A-B-C-D, destination C can unlock E. Does the voyage A-B-C-D have the chance to unlock E or does it have to be A-B-C or A-B-D-C?

I believe this is about FC airship and submarine voyages.

Just visiting the unlock zone is enough. Order is not important. It's possible to unlock multiple areas at once or none at all. Lots of RNG.

I think final destination determines the reward you get when sending out airship / submarine in FC workshop.
Though for each destination is a certain amount of rewards e.g. deep-sea marble and flagstone steps can be in same zone, but flagstone loft and ivy is in another zone.
