    This logic makes 0 sense. There is a reason why the Developers release content and label it at "min ilvl" which is essentially week 1 ilvl. They balance content to make it clearable on week 1 itself. It is even written on the page to queue in savage in game itself or any content to begin with.

    If they balanced content around later weeks gear, say i630 for example. This makes contents become "gear gated" and it is not a matter of good or bad players here.

    No one will be able to clear content if the minimum required output is that of i630 instead of i610. Regardless of player skill level. The difference in damage will be way too much.

    Assume a top tier sam would do 10k at i610 and 12k at i630. That is a 2k diff on its own.
    An average sam would do 9.5k at i610 and 11.5k at i630, excluding rng
    A bad sam would do 8k at i610 and 10k at i630.

    So if you are going to balance jobs at the max ilvl especially in ffxiv, even a top tier player at any given job would not be able to clear it at min ilvl. Because it in turn applies 8x more in a party of 8. And they have the same skill level.

    The fights just would become gear gated if anything. And FFXIV never made it such a case.

    They did once way back in A4S at which point the community made it known that they generally didn't like that fights were gated behind gear, ie. it should be a test of mechanics, not gear. I believe groups needed multiple tome weapons before they had the required DPS to clear the fight, so the fight was essentially gated for a couple of weeks because of that.
