    Depends on Nintendo online policy. Right now Sony offer developers all the freedom they like. Just look at CCP's game, DUST 514 linked with EVE Online players, and cross-platform with PS Vita as well. So, It really depends on their policy.

    Isn't FFXIV getting PS Vita functions as well?

    I dunno about that, I heard they were port XI to vita though. that may have been a rumor?
