This happens on almost every world. Unfortunately, SE left a nice big loophole in their rules when it comes to FC houses and some are all too happy to take advantage. The only thing to slow it down now is lottery competition, but there's precious little of that for FC houses when new wards are added.
Let's light a candle for all the homeless who are too lazy to make their own FC.
Making a FC doesn't work on Coeurl. Our FC wards sold out about 6 weeks ago.
Also, people shouldn't have to make a solo FC to get a house. I don't blame them when they do but it shouldn't be necessary.

One FC has (almost) an entire Ishgard ward on my server. I raised a big stink about it awhile back, called them out here, and they changed their FC tags for awhile so they didn't all match. At the time I first saw them, almost every house had the same FC <TAG>, and the little flavor text doober beside the FC name also read the same for each house. Most houses were not decorated. After I called them out they temporarily changed their FC names, but I just checked out of curiosity, and it looks like they're still holding the entire ward, and at it again. Nearly all houses are marked with a matching FC name and greeting text. The FC name is different than before, but they all match each other again. C'mon guys, I know it's ya'll. But hey, why not be brazen when clearly they can get away with it?
At this point I prefer that they just stay to their own ward and don't take up space in other peoples' nice neighborhoods. I'm lucky enough to be surrounded mostly by creative neighbours who actually decorate their houses. Really a shame to see nothing done about these hoarders.
The sad part is - SE already has a solution; they just need to do it.
-Limit accounts to 1 house per world (or ideally Per DC) like they do with private homes.
-Do away with the stupid notion of FC houses. If you want your FC mates to live with you - go nuts.
-Allow the purchase of additional quarters in all homes at a exponential mark-up. It will be a nice gil sink and help off-set the problem of item limit by allowing folks to make a bedroom/bathroom.
Remove grandfathering permanently, hard restrict housing on all, make it so your account only can make 1 FC per DC and 1 house.
It may hurt for some or a smaller group of people, but again these are them people that do take advantage anyone and give little about anyone else.

honestly the FC thing is such a crazy loophole that its not even funny especially how easy it is to fill out a FC - the inflation of gil in FF 14 also needs to be addressed - right now there are many who are gil capped...which means they can fund the purchase of a entire division EASILY. (370 million will cover a entire division of bids - and thats lazy math as I am assuming EVERY plot is A rank (which it is not) meaning a Gil capped character can easily fund the purchase of a ward by their members with enough left over to bid on another sub division as well.)
