Everything the delay accomplishes was also possible before but players willingly chose to rush through the story to start raiding. It was always possible to leisurely do the story and start raiding thereafter, let it be some days or also a week later. Now people will say what is with statics where some players want to rush and some not. Well, you can adapt to one side or you can look for like-minded players, as people say. There is no difference if people just wait a week to get into savage or as now have to wait a week to get into savage. Did some people fear that other players could get ahead and have one gear piece more than them when they decide not to rush? But then there is to ask why is it your business what other people do.
Chrischan already covered some points nicely but you also seem to severly underestimate the difference between 1st week raiding and the rest of the tier. I don't fault you for it because you don't seem to do savage but don't judge people for something you don't fully understand.
1st week raiding is simply an entirely different beast because you don't have tome gear from several weeks worth capping, you don't have good guides readily available, there is no pressure to know the theory beforehand because there are not enough resources to know it, you do all fights with entry level gear and don't know what to expect yet and have to figure it out as you go.
Especially in PF guide knowledge is required more and more with each day. By week 2-3 everyone will except you to know the theory, you'll struggle to find a party that progs blind and not already slightly overgeared. And it's a huge accomplishment and very satisfying for a static to push 1st week prog and clear several, if not all, floors. Clearing it 5 weeks later isn't the same and that has nothing to do with being afraid of others getting ahead. It is a special challenge you only have once per tier that forces you to think on your feet, make up strats as you go and watch closely what is even happening while barely meeting the requirements to be there.

Without the delay you have to choose between using a chance to experience a tier differently that only get every 6months or more and doing everything else in peace. So many people understandably chose to rush because it's something you don't get to do often.
