This isn't a bug, Viera and Hrothgar just don't have many head pieces with visual models, it's mostly just eyewear.

Sadly, that's just how it is with Viera and Hrothgar races, which got the short end of the stick concerning available headwear and hair styles. There have been some improvements lately (especially for hair styles), but it's very far from perfect.

While I would've also liked that SE took the effort to make all headwear visible regardless of the player's race, this seems to be of very, very low priority for them.
