You can't put rugs on lofts. Lofts are basically just tables that can attach to the wall. If you can put it on a table, you can put it on a loft.
Rugs are usually the worst to float in that they need to be placed higher than most other furnishing before they'll "stick" in place. The typical "second floor" height is usually enough, but it's not going to work if you're trying to use one for split level flooring or landing going up to a second floor.
The larger an item is, the larger its hitbox usually becomes as well, if your rug is not floating high enough it will go back to the floor or if it floats too high up it will go up to the second floor.
For large rugs there is a minimum high of ~1.0 and a maximum high of ~4.9 . but it depends on the size of the object.
You have to float it to a certain height until it doesn't fall anymore and then rotate the item so it doesn't fall when you leave
It's frustrating, everyone has asked for a fix for years but nothing has been done or mentioned on fixing the house decorating UI by the devs
If it doesn't immediately snap back to the floor when you exit out of the housing menu, you probably just forgot to turn it (have to switch into mouse mode > turn mode and select the item).
Of it snaps back immediately after exiting out of housing menu, it's not high enough.
Well it's technically a glitch and you're not supposed to use it. That's why they're not "fixing it." If they fixed it, we couldn't use it anymore and that would just lead to pitchforks
