Steps:
1. Obtain Gold 1 Rank in Season One.
2. Drop down to Silver Rank in Season Two.
3. Speak with NPC "Seasonal Quartermaster <Conflict Chit Exchange>" to claim rewards for Silver Rank in Season Two.
4. NPC responds with, "I am afraid there is no reward for pups that fail to attain at least Bronze tier. Sink your fangs into the foe next season, and these sumptuous spoils could be yours as well!"
5. Fail to receive rank rewards.

Note that I have another character that reached Gold Rank in Season One, and dropped down to Bronze rank in Season Two. This character was able to claim the Bronze rank rewards for Season Two.
