I actually think the mask is hideous. It's really ugly, but some of the convocation's masks are kind of alright. Kind of cheesy though, like what a supervillain would wear in a cartoon. Regardless, it should be an option for players.

It’s still possible to include it. Since Odin’s armour shares the same assets as his and the centurion’s gear, and it’s worn by all races. Also, as many of you already know, Yoshida confirmed that he’s lifting the ban off the Garlean gear now. So it’s possible.The very simple reason why you can't wear the hood up is that nothing in the game has an adjustable hood like that. You would need a second gear piece to switch to.
I think a "hood up" version is unlikely as it doesn't currently exist, but the face mask and maskless robe are right there to be used.
I would definitely like them to put in more cheap Mog Station* items like the ARR Scion sets for other NPCs that use generic gear and don't need any work to resize for other models. They could even be made unisex.
Characters like Ysayle, G'raha (CT outfit) and Moenbryda would give us all-class versions of gear that is currently locked to one group.
There is still a fairly long list of unique outfits we haven't gotten, either. City leaders and such. (I still want Raya-O-Senna's coat and flower hairpin.)
Also, more NPC weapons. There are a few nice ones around.
* yes, I would prefer it in-game even more, but realistically Mog Station is the only place we ever get NPC sets.
I feel like Solus's robes are more viable for NPC gear than the Exarch's robes.
Also Gaius's Shadowhunter outfit seems more likely than his Garlean armour. The armour is weirdly proportioned since they're trying to bulk up an Elezen model to look like a different build.

Also the hood. I was so upset trying to find a hood for the ancient glam as a caster and there just isn't one that fits. It could be a adjust visor type of thing
Probably. My friend and I were so disappointed when we got to Elpis and the ancients were suddenly just Hyur and spoke Japanese. The ethereal beings you met in Amaurot with their musical language just felt very different. I guess they made up for it a little bit by making Hythlodaeus hot but I'd still prefer ancients to be exactly like in Shadowbringers.The true reason they removed the hoods in Elpis is likely because it was harder to make the characters expressive if you didn't see most of their face for hours of MSQ gameplay. I know some of you are somehow eager to blame us for the lack of content but it's completely baseless.

I think FFXIV should take more inspiration from the likes of WoW and TESO by making more outfits wielded by NPC's available for use. Not only does it benefit roleplayers the argument of 'immersion' went out of the window when the game added glamour that looks straight out of the modern day real world.
Adjust visor only works with head pieces, not body. And I'm not certain but it could potentially also run into issues with whether the hair model is turned on or not.
The simple (possibly only) solution is separate hood-up and hood-down robes.
