The very simple reason why you can't wear the hood up is that nothing in the game has an adjustable hood like that. You would need a second gear piece to switch to.
I think a "hood up" version is unlikely as it doesn't currently exist, but the face mask and maskless robe are right there to be used.
I would definitely like them to put in more cheap Mog Station* items like the ARR Scion sets for other NPCs that use generic gear and don't need any work to resize for other models. They could even be made unisex.
Characters like Ysayle, G'raha (CT outfit) and Moenbryda would give us all-class versions of gear that is currently locked to one group.
There is still a fairly long list of unique outfits we haven't gotten, either. City leaders and such. (I still want Raya-O-Senna's coat and flower hairpin.)
Also, more NPC weapons. There are a few nice ones around.
* yes, I would prefer it in-game even more, but realistically Mog Station is the only place we ever get NPC sets.
I feel like Solus's robes are more viable for NPC gear than the Exarch's robes.Exarch will happen sooner or later. Both Healer and Caster Rinascita sets gr8ly resemble Emets attire but bc hes a villain we will likely never see him on the mogstation. We have Omega sure but its a jank undyable one piece and Omega is a raid villain, not msq.
If we ever get a villain set Gaius' Legatus attire will likely be first (heirsbane gunblade optional).
Also Gaius's Shadowhunter outfit seems more likely than his Garlean armour. The armour is weirdly proportioned since they're trying to bulk up an Elezen model to look like a different build.

It’s still possible to include it. Since Odin’s armour shares the same assets as his and the centurion’s gear, and it’s worn by all races. Also, as many of you already know, Yoshida confirmed that he’s lifting the ban off the Garlean gear now. So it’s possible. The very simple reason why you can't wear the hood up is that nothing in the game has an adjustable hood like that. You would need a second gear piece to switch to.

Petition to have the Garlean gunblade & armour added in the game:

Hrothgar are able to wear the Ktisis masks (just not the hoods, same as Viera) so I have no idea where you got that from.If I had to hazard a guess the reason why the Sophist Robe doesn't allow the hood/mask to be worn up is once again due to problems getting it to 'fit' on hrothgar faces which of course are not human shaped at all (remember, the mask is designed for a human face, not a lion's). So to avoid such issues they wrote it into the story that visitors to Elpis had to take their masks off and hoods down, which is why the Sophist set is like that by default.
I still definetely support this though - maybe even have the possibility of getting Azem's mask, even if it's just a replica.
Actually I don't think there's any piece of gear Viera could wear that Hrothgar didn't. But the reverse is true.
The true reason they removed the hoods in Elpis is likely because it was harder to make the characters expressive if you didn't see most of their face for hours of MSQ gameplay. I know some of you are somehow eager to blame us for the lack of content but it's completely baseless.
Also nice to see the great community once again in action and ready to throw us under the bus the second they have the opportunity to.

Wha? They're part of Ktsis item drops, no??
Mortal Fist
They're not the same. While Scouting, Striking and Aiming may have the masks by themselves, all the other roles cannot wear them. Casting and Healing get a big hat on top and Fending/Maiming doesn't even have the same mask shape in addition to an all-covering helm.
None of them even have the same design on the masks that the npc ones have.

Since we have discovered that Emet Selch, Elidibus, Hythlodaeus, and Venat are not actually enemies can we just get their attire/masks added into the game either through in game actions or mogstation idc

Yessssss, casters have the dumb witch hat slapped on the shadowless/ktisis sets, I'd love to actually be able to use an ancient mask ;A;
Pretty much any hairstyle with bangs will clip through existing masks/circlets.

Aside of in-game outfits, what I would really like is some real-world merchandise of a shorter version of the robe, like a waist-length-ish coat with the pretty embroidery on the front.
