Last time Balmung was locked down as Congested for more than 2 months, Balmung players were complaining about how boring the game was without any "fresh blood" being added to its community.

Your best bet is to wait until the new NA data center opens in November (hopefully they don't have to delay it yet again) and hightail it off Balmung. You're always going to have problems as long as you remain on Balmung.
Travelers and Wanderers do have an impact though. The Island Sanctuary uses the same server as the housing server. So all of the people who travel to another server to experience things like the clubs at Balmung do keep people in their houses longer on average than other servers. Meaning there's less space available for those wanting to try out Island Sanctuary or enter their house to access the repairman.
