My island is broken.

So I'm rank 5, halfway to rank 6, and there's a multiple things that never unlocked for me. I still only have 1 landmark option(the windmill), and no granary option. I've explored the whole island except the few spots we can't access yet, found all the available materials, gotten a bunch of animals, expanded both the pasture and the farming area, I now have 3 workshops, an empty plot I can't build anything on, and a second windmill building because there's literally nothing else I can do.

Edit: After an entire day of trying off an on to get back to the island, rezoning seems to have fixed whatever was causing the hangup. All the build lists are properly populated now. Would have known that a lot sooner if the server used for those instances wasn't on fire.

You have to open the Sanctuary crafting log and under "tools" there's bunch of things you have to craft for the mammets to enable them to craft the granary.

Did you talk to the mammets? They should clear the land the moment you pay them 1000 seafarer's cowries and have the necessary materials.

I've cleared multiple areas, it's the actual buildings that aren't available.

Yes, the cabin is level 2. I've triple checked the board, the mammets, etc. The only thing I can do right now is go outside and farm which I've lost all will to do if my island is already busted.

I had a similar experience and it turned out I forgot to make the 2nd set of mammet tools
those tools clear south of camp and let you build the 2nd landmark

You misunderstand. I have all the tools, I have the available plots. It's just that I only have one option for what to build, not where. I have a second windmill under contruction, because when I got to the plot for the second landmark that was the only option available to me. Same thing with the workshop, but I couldn't build another one of those since I already had 3.
