Disagree again, because it's a location. Think 'District 3', 'Ward III', 'Precinct III', 'Region III', etc. When elections role around, specific numbered precincts are often capitalized and treated as proper nouns because they encapsulate a whole area.

Hell there are whole townships and even businesses named after the ward they were recognized to exist in, like Ward III (which is a bar in New York), but that's a stretch.
