I don't think your in-game account can be warned for things you say on the forum, can it? I thought at most they just send you to baby jail on the forums.
You get a temporary suspension on the forum for infractions (I've had a temporary forum suspension a few years ago for a poor choice of words in a post I made, which I accepted I was in the wrong for), with the length of the suspension increasing with each successive mark, eventually resulting in a complete forum ban, but it doesn't seem to affect your access to the game.
However given forum access does require access to the game (both an active subscription and have logged into the game at least in the past 14 days), being suspended in game would therefore cut your forum access too, so there is some connection.
Speaking as someone who has met the forum police once, it does not affect your in game account. The forum and in game are considered separate entities in terms of temp bans and such on the forum side and I was able to play the game as normal.

You're correct. In one of the latest updates around EW, they updated the TOS to tighten more harassment policies, and permanent account warnings. Thats why people aer more prone to leave when things are going wrong and not say anything in chat. Risk of getting your account actioned is huge.

Most games (and a lot more real world establishments now) have a penalty for abuse of staff. Nobody needs to be abused by a Rabid Karen or Malding Andy.
And to make it clear, the OP doesn't seem the sort of person to do this at all, they are normally very nice and rational on the forums. So, I don't think it's that.

No, it's objectively not. Putting in tickets against people who have not committed any violation of the TOS just because you happen to have a personal beef with them is in and of itself an action that should be discouraged because it both wastes the GM staff's time as well as puts other people's accounts in jeopardy for petty vindictiveness.
There is a difference between a ticket where you and the GM staff simply do not see eye-to-eye and an actually outright bad ticket put in in bad faith to try to get back at someone you personally dislike.
