+3 Seems to be unreachable.
+2 on Bountiful Yield/Harvest 2 is at 3604
I believe there's also +2 gathering attempt bonus at 900 GP

No. Even the current best gear, Pactmakers, tops out at 3232 Gather, 3232 Percep, and 804 GP without melds.

The new Perfectionist's scrip gear also has the same stats as Pactmakers HQ. You can get to 3600 Perception using the standard materia slots (no overmelding) but there would only be a couple of materia slots left to increase Gathering and GP (plus food of choice).No. Even the current best gear, Pactmakers, tops out at 3232 Gather, 3232 Percep, and 804 GP without melds.

I've managed to get 3607 perception but the unspoiled nodes still aren't showing. Is there something else that I need as a minimum? Everything I've read just says 3600 perception.

I had a look for new Folklore books but didn't spot any. Starting to feel a bit dumb now. Is there a particular scrip vendor to visit for them?
