I think that the 6-second window promotes the vibe of quickly shaping mudra in combat to use some ninja magic. Once you press a mudra, using another ability spoils the ninjutsu, so you're potentially talking about standing around doing nothing for 16 seconds - that doesn't sound right. Knowing when to hold things for an add phase or phase transition is a matter of fight knowledge and optimization (in a good way).
That being said, definitely get rid of the bunny lockout on a failed ninjutsu - the lockout time is way too long.
If you're finding that you cast mudras only for the boss to disappear for downtime, it might be worth doing the fight a few more times to learn when the boss will leave. This sort of situation can be avoided with a bit of study and proper planning.
If you're meaning that long downtime causes you to overcap, well -- refresh Huton, or throw down a Doton while you wait. It's a gain if you'd otherwise lose the charge.
I feel as if Ninja's precious little remaining skill expression will be lost if we make Ninja any easier to play than it currently is. That said, if people wish to see Bunny Medium disappear, I think that's fair enough. It won't lower the skill ceiling to remove it, which is my main concern.
