Well thats easy. They list the level required for a quest or feature unlock first for EVERY quest or feature unlock. Its their standard formatting. In this case, as many have surmised, it allows you to put whatever exp you might earn onto any class you might be leveling at any level range.

You can be level 1 to enter the firmament I believe, but it requires hw story completion.

Enter maybe but IIRC you had to be Lv20 to engage in diadem and crafting in there.

Thanks, I appreciate the reply. Still seems odd and what of the people who purchased the expansion thinking they would get an Island but don't have characters high enough? Just playing devils advocate on this one.

No it doesn't.

The current skips you can buy gets you to the start of Endwalker, skipping ARR-SHB story.

It's a super guess but one thought might be this allows them to reduce the load and test it further, and it might be intended to open up to more players later (move the NPC to another, more accessible, location). Though I doubt it would be a 'level 1' reward still. Another is perhaps you can get exp from this stuff, at any level.

It's pretty simple. You can accept the quest as a level one. So if you beat the msq as say a reaper and then switch to acher level 1 it'll still let you do it. No need to be on reaper lvl 90 to accept and do the quest.

Exactly. Future proofing, and early accessibility in future expansions when the story moves on. It's quite obvious really.
