Yeah it's not as helpful in Seize because as the post above said, tomoliths can be retaken.
It's more situational. Like let's say two teams are fighting on a node and it's kind of a stalemate and no one is able to claim the tomolith without getting interrupted. A PLD with cover could break that stalemate and turn that tomolith to their side. It would keep giving points to their team but if they lose the team battle they'd lose the tomolith.
So it's effective, but not as effective as Onsal.

Paladin cover is working as intended, this is the threat created on May 2022 by Japanese and now it is moved to working as intended:

Depends on whether or not the node has been taken before. But generally yes, it is nowhere near as annoying as in Onsal where it just flat out wins you the entire node's resources.

The fact it is sitting there since April while JP one is submitted in May and already moved to Work as Intended for a while (it is on JP Work as intended, page 2 near bottom, it means it is there for a while)
Various JP FF14 related media and site already announced this to their audience that Guardian is working as intended as well
Trust me, this is finalized
Regardless whether or not it's "working as intended," there's still an increasingly large number of players who are miffed about the situation. Onsal IS objectively more fun of a mode when there aren't 20 Paladins running around abusing mechanic. I'm not alone in it having been my favorite FL mode prior to the rework, and least favorite afterwards.
And for what it's worth, any given person on the dev team could tell me they intended for the tactic to be used when deciding PLD's reworked kit and I simply would not believe them.
