Not sure if I read the requirements for the Island Sanctuary right?

So why even mention "Level 1", because a level 1 character is not going to have done Endwalker, besides maybe alt jobs? Why add this confusion to this? I think there might be some annoyed people (not myself, I meet the requirements) but others who have been playing and OWN Endwalker, so maybe it should have been accounts who own Endwalker?

I'm just confused by them putting level 1 as the first thing.

It's probably for alt jobs. There are quests in-game that unlock at certain points in the story that will give level 1 as a requirement since they're usually taking alt jobs into account.

You can be level 1 to enter the firmament I believe, but it requires hw story completion.

You can do the quests on your Island Sanctuary while you're on a level 1 or higher Job as long as you've finished the Endwalker MSQ. It is to indicate that it is not max level content, possibly that you can use it to gain exp. Not sure why you're confused.

The exact same thing that people who purchase the expansion thinking they would get immediate access to Extreme, Unreal, Savage, Ultimate, Maps, Ishgard Restoration, Bozja, Eureka, Hilidbrand, Beast Tribes, ect. out of it. It's not the first- or last-time things will be gate kept by the story for lore reasons. I don't know why people keep acting so surprised and disappointed by something this game has been doing since ARR with new content? Like perhaps we should wait and see what the Island actually is/does before we start complaining about its unlock requirements. This just really feels like people are stuck thinking it was supposed to be some Animal Crossing fix/solution to current housing and it has been stated several times that it isn't and to lower your expectations on what the Island even is.
