I can't see them taking the time to parse through all the data to specify who can buy a poster and an exact amount they have to pay. Probably just a brief message from the npc and a poster for sale at a generic plot price for S/M/L.

I was affected by the bug and didn't win. The way it's worded I don't get the posters either because I don't have anything to really return. That's pretty crappy since there were others affected by the bug who also had their gil in limbo. :/
Whoever is in charge of housing in this game specifically goes out of their way to make it as soul draining and infuriating as possible
If they don't open these up to everyone who wants to "donate" the required amounts of gil, the resell price of these pictures is going to be insanely high.

I don't feel your example is logical. Especially given the voluntary nature of this situation. Do you want your gil and not care for a poster... then dont trade, if you do.. trade.

Regardless of if you were affected or not - you didn't win the lottery pick. Which means you weren't robbed of a house - you flat out didn't win.
It doesn't really bother me, but I do feel that those who were affected by this bug (and won their house in the end) were compensated enough. They have a house, which is more than most of the player base can say. Anything more is probably unnecessary. The items themselves aren't an issue. I just question the need for this to happen at all.
