Cull completely inactive character names

I'm not really suggesting to have a timer for all names, I'm talking about the characters that are level 1 characters, or even characters that have taken the name and haven't even accepted the first quest (which don't show up on the lodestone, but prevent you from creating a new character with that name entirely). This isn't a huge problem for most people but it'd be really nice if completely unused lv1 free accounts or just random alts that haven't even done the tutorial quest in years would lose their name eventually so other people can use these names. I feel like FFXIV has gotten bigger to the point that many names are just taken up by free trial accounts or people starting and then ignoring their alts so it's harder for new characters to try and grab lore accurate names, and just makes there be more C'lo'ud' St'ri'fe' type names running around where people have mangled names just cause the name they really want is taken by someone who hasn't played in forever.

So i'd suggest that characters who haven't gotten to say, lvl 5 with any job or haven't done the first couple of main story quests, would eventually lose their names after a month or two similar to losing your estate after a set time of inactivity. After the very easy level/quest cutoff your name would be able to be permanently locked in, as it is now.
