It's not mandatory. It's just a little enticement to try to get some of those people to return their deposits. It does leave a sense of dissatisfaction though. From the wording of that announcement snippet, it seems that specifically only the people who withdrew their deposits then went on to get a free house will be able to benefit from this compensation. Out of all the people who were affected by the lottery bug, these people are the ones who were least negatively affected. What about the winners who diligently let their deposits sit while SE worked things out? Do they get any compensation for their honesty? And of course, the ones who got it worst were the ones who left their deposits in and did not go on to win a house. Their gil languished untouchable for over a month and no compensation for them.
Dissatisfaction almost seems to be one of the design goals in the housing system.




Does seem somewhat unfair given these people did get their houses for free and to try and get them to pay it back they are enticed with an exclusive reward although that exclusivity isn't confirmed yet.
They didn't have to do anything at all. Given that paying for the plot is a voluntary thing, handing out a little poster to apologize to people who do the right thing and pay for their plot is simply a nice gesture.
The first thing I did when logging in this morning was to pay for my plot and I know other people who will be doing it too. Not for the poster, but because of personal integrity and a sense of fair play. Nobody I talked to about this issue even knew there was going to be any sort of "compensation" for their good deed when we had our conversations. Personally, after seeing all the salt hither and yon, I wish they'd never implemented the poster thing and just left it up to the player to pay or not pay.Wonder how many players are going to pay 3 million plus to get a few wall posters that say "SE was willing to give me a free house but what I really wanted was these posters". No doubt a wealthy few would as long as the posters are an exclusive for those who beat the bug after getting a refund.
As usual, the business world rewarding the rich and lucky while ignoring the rest.
I'm sure plenty of people unaffected by the bug will buy them for bragging rights.
Again, again, again, again, again, the NPC was specifically put in the game to allow people who were impacted by the bug to voluntarily pay for their plots. This NPC isn't there as a poster vendor who just so conveniently happens to sell them for the cost of plots.
Rich and lucky? What's your gil threshold for being rich in this game? 10 mil, 50 mil, 100 mil? Lucky? Yeah, having to wait all that time to take possession of my plot was really lucky. I'm sure everyone's jumping at the chance to go through that.

Yeah, imagine if someone had to go through all that waiting with the bug, and then found out that they didn't win a single plot.
