That's my line of thinking. They may be paving the way for some enmity changes and this is the first step. Maybe not remove it, but change it so tanks need to do more to maintain it.
If they are planning to make enmity harder again nothing since ShB launch and this change least of all shows they are even headed remotely in that direction
