Right? he sounds like my old bosses that didn't have the slightest idea of software development pipelines and the complexities of technical debt affecting late-stage development of a software project.

I've gotten requests before that could not be handled without rewriting the laws of physics. It is not always "just fix it". If you had ever worked in any sort of technical field, you would understand that not all technical limitations can be overcome.
