When it comes to fitting clothes that were strictly for one gender, it depends.

The bunny outfit for instance required a new model just to create the thing, even if it uses the same textures, it fits men differently compared to female toons, so it uses a different texture. Skirts? Not so much. Male clothing converted to female? Different body type requires a different texture. Pants/gloves/hat/shoes? Not so difficult since it is just adjusting the size of the model. The bunny outfit is a big exception to this

Basically it's 1/3 to 1/2 of the work done on tops and 3/4 for the rest. It means less work done on other things for little else than pandering. It shouldn't be a huge loss, but considering how things are handled wildly between great success and utter failure, well..
