Should Level Sync better not remove skills?

In my opinion, the scaling on skills is enough. It would be much more fun if we can still keep all the skills while level syncing. What is your opinion?

This is how Everquest 2 did level syncing. However, I would sync down to level 20 on my cleric, then go and solo a level 30 dungeon. It didn't work out well and just became a tool for powerleveling.
