The head can't just be made a different size for different faces (if it's even part of the face model) or the hairstyles wouldn't fit the bigger head properly. I'm pretty sure they don't stretch.
It can easily be increased, you just scale up whatever bones the head is rigged to and if necessary scale up the bones for the hair as well. It's how XIV does all of it's different races (atleast female characters), they all just have midlander bodies with different bone scaling.
I really enjoyed Elvaan in XI (chose them over Galka due to casting animations for weaponskills), taking that design into XIV and something was changed, I can't put it into words or otherwise describe it but the design looks really off in XIV, because they're long limbed in both but they just don't carry it as well in XIV for some reason to my eye.
But yea a number of the launch races like Roe and Elezen as well as the launch Jobs (and MCH) all need a visual overhaul of some sort to their animations and such (DRG/WAR/MCH unsheathed weapon running animation comes to mind, PLD sprint running especially with how stiff the lower body looks)

The effort spent on new race development and graphical update could be redirected (After completion) to new customizations and better animations. So yes I agree
Sadly, I think we might not see it until 8.0....![]()

Every complaint is sort of an artistic approach found in many JRPG and specifically Final Fantasy titles. The small heads / long necks were meant to give the impression of length and height, think colossal titan from attack on titan. It's cliche found in many anime / japanese art, sort of like large eyes = youth, and smaller eyes = being older.
Here's Elvaan, what they were based on from FFXI:
Same characteristics, long necks, smaller heads - their run animation was very similar in that they almost tilted forward as if they were too top heavy due to how tall they are. I don't disagree with the criticism, but I just wanted to offer some background into possible design choices coming from XI and discussing these things with an artist.
I agree though, I would really like to see all the races revamped a bit. There should be more faces / larger range for height / more tattoo / racial speciality (horns, ears, tails, etc) options in general. Here's hoping the future of XIV has tons of new character options, but will still retain it's racial specific charm <3![]()

Their proportions are fine the way they are. It's what makes them different. The only thing I will say that needs changing is their animations. Their running animations are one of the worst in game.

My main problem is that they were never intended to look like that. The 3D artist kinda...fucked up. Elezen are the only race that looks so different from their concept art.
The tiny heads need to change yes, other than that I actually like them, I think elezens are beautiful but everytime I create one in CC I zoom out and go "nope" bc of the tiny head. I have seen people mod viera ears into elves and they look pretty good since body and head is more proportional.

Upgrading all the races would be nice. it's a double edged sword though cause some playing them will not be happy with changes.
I personally don't like the female Hyur running animation wish we had an option to change it. I played that race for years and switched pretty much when Viera came out. I would like to go back with one of mine but that is really stopping me.
The old ARR races in general could use an increase in polygons, compared to Viera their faces just look rather blocky when you take a closer look.
As for Elezen, like I said before the shoulders are a bigger issue for me than the heads. They make most fending gear look absolutely ridiculous.
