A lot of gear doesn’t, don’t mean it’s a bug.
as true as that is, this is only one of the many i found that should actually show neck gear. xD so instead of going through each and everyone i know by remembering one at a time, i just named the latest one i found.
usually, when a gear doesn't show another gear, it tells you. this in specific has no mention anywhere - sounds like a bug to me.
While this is true most of those clearly cover part or all of the area used by neck pieces. You have to admit it's kind of weird for a top that has nothing at all above the pectoral point of the chest to blank out neck pieces.
It's intentional.
All the shisui sets (along with the faire joi) share the exact same model, merely with texture manipulations in order to hide/show certain parts of each piece, which can be gleamed with online FF14 model viewers. This is a problem since some of the shisui sets have a cloth neckpiece around the neck of the character, which would clip with many necklaces of the game. The other problem is that due to the setup, if they changed the metadata to allow necklaces to show on the fair joi, it would cause them to be visible on every single Shisui set, including the ones with the cloth neckpieces.
As a result, it is disabled to account for the neck cloth versions.
That really isn't a problem in itself, even if the model settings are still linked up. Agreed, Most neck pieces kind of hover around the neck area and should not cause this issue with the Shisui sets. However, I also can see the dev team going this direction for the reasons stated by the poster.
The Faire Joi is also rather unique as even though the Shisui sets are very similar, none of them match the Faire Joi exactly iirc. Without the neck strap, the top really accentuates the neck and bosom area, and I think that is intentional.
This has always bugged me. The neck area can feel so bare without necklaces.

SE can decide to make accessories or even part of gear be visible. For this case, they decide necklace-be-gone. Doubt they will ever fix it when they don't even bother with more serious things like FF13 cane/staff cannot be applied on modern cane/staff, but still charge you for your carelessness.
I highly doubt it was done on purpose. Since the original designs are the Shisui Joi tops and those designs go over/around the neck in various ways, seems to me they got lazy and did a copypasta but missed a few steps. there is no reason for this top to not have a necklace showing other than pure laziness.
