If someone's standing where you are but not otherwise breaking rules, that's not really actionable. They have just as much right to do the spot as you do.

If they're following you around, then that's probably a grey area. Report it if it's making you uncomfortable.

For just standing around (not the chat stuff) if they're not preventing you from being there too, just sit there anyway. The number one thing a troll wants is attention. By responding to their action and going elsewhere, you showed them they were going to get it. I know it's annoying and they're jerks to do it, but trolls will starve if you don't feed them and go find someone else to harass. It's not fair and it's not fun, but that's just how people tend to be. Especially on the internet.

If somebody is following them around every time they move it can be seen as stalking which is 100% bannable.
