If I know trolls in games, many find it more amusing when they get punished/removed so that they can just make new free accounts to show that you can't get rid of them while laughing at you.
Leaving them alone could just bore them sooner than later, as they won't get the reactions they're after.
Because why would anyone waste their time trolling others if it wasn't for the reactions?
First off make multiboxing harder. Try to detect connections from the same network movin the same chars on the same place. And maybe just place an mod whos job is to circle through all cities. There certainly are ways to make it harder for them... and maybe, just maybe REACT TO FORUM POSTS AND REPORTS.
I think the game is desperately in need of more content to lure players out into the game world. Maybe then we won't have drama over who gets to sit where in Limsa Lominsa?
I think more of the problem is that they are saying the N word and telling LGBT (specifically trans) to go off themselves lol

Not going to happen, people feel entitled to their afk spot, like they earned it. Even sitting on a bench can get people up in arms I can see how the situation quickly escalated when the roe army showed up. The troll likely had the time of his life within the first few Minutes and it doesn't stop so he keeps doing it. Now it's likely too late to ignore them because they know the afk spot folks are upset af about it.
I have my afk spot too but when someone is already there I just go to another one...
